About the Service

The service supports fulfilling the notification and disclosure obligations digitally and automatically according to the Customs Act § 2-3 and the associated regulation.

Definitions

Term English Name Description
Forsendelse House Consignment A consignment is a collection of goods to be sent from a sender to a receiver. A consignment is identified by a consignment note number issued by the party with whom the sender has an agreement to arrange transport to the receiver.
Hovedforsendelse Master Consignment A master consignment is a collection of consignments to be sent from a sender to a receiver. A master consignment is identified by a master consignment note number issued by the party with whom the sender has an agreement to arrange transport to the receiver.
Transport Transport Transport in the context of notification and disclosure defines a physical means of transport, its driver, and cargo. Cargo in this context is defined by master consignments and consignments.
Transportmiddel Active Border Transport Means A means of transport in the context of notification and disclosure is a car, an aircraft, a train, or a vessel that has its own propulsion and transports cargo across the border to Norway.
Innsender Submitter The submitter is the one who sends messages to Norwegian Customs. Note that the submitter and customs representative can be the same entity.
Tollrepresentant Representative A customs representative is someone who acts on behalf of the driver and in the driver's name according to the Customs Act §7-21.
Fører Operator The operator is the one who operates the means of transport and is responsible for fulfilling the notification and disclosure obligations according to the Customs Act §2-3.
Transportutstyr Transport Equipment In the context of notification and disclosure obligations, transport equipment is a container used to transport one or more consignments or master consignments and does not have its own propulsion. This includes trailers, semi-trailers, containers, tanks, pallets, etc.
Beholder Container In the context of notification and disclosure obligations, a container is a way to define transport equipment. See transport equipment.
